He will only support your admission to the Shadows if you impress him in the arena (he points you at fighters such as Kharim and Kirgo to challenge). His one-handed (and master) training is offered alongside this.

You: I wanna join the Old Camp. Is there anything you can do to help me?
Scatty: Diego already told you how this works, huh? Sure, maybe I can. IF you manage to impress me.
Scatty: See that ring over there? Some of the best fighters from all three camps come here to fight.
Scatty: Challenge one of them and fight him. Depending on how that goes, I might or might not put in a good word for you.
You: I challenged Kharim.
Scatty: And, boy, did he kick your ass.
Scatty: Still, anyone who swings a sword at a New Camper is a friend of mine. Plus, you got balls.
Scatty: You're the type of guy we need around here. I'm gonna tell Diego just that.
Scatty: And you kicked his ass. I gotta hand it to you, I didn't see that one coming. At all. Kharim is one of the best fighters around here.
Scatty: You impressed me, freshie. And trust me, that doesn't happen a lot.
You: I fought Kirgo.
Scatty: Yeah, and he gave you a face full of regret. I saw it.
Scatty: I hope you're not expecting praise for that, freshie.
Scatty: And you beat him up good. Not bad for a freshie ... I'm impressed.
You: That fighter over there - isn't he from the New Camp? I thought you guys can't stand each other, so how come he fights here?
Scatty: Oh, that's easy: after a week of scraping up ore, there ain't nothing a digger loves more than seeing a cocky New Camper get his teeth rearranged.
Scatty: Bets are way higher when that happens, and that's good for business.
Scatty: So, yeah, I don't like those guys either - but business is business.
You: Do you also train fighters?
Scatty: Yeah, but not just for fun. If you want me to train you, you've gotta pay.
You: I want to be better with one-handed weapons.
Scatty: Good choice. Much of it comes down to posture. Some amateurs cling to their weapons like newborns to their mothers' tits. Don't do that.
Scatty: For the fight itself, momentum is the key. Don't stop after you've landed a blow - keep right going and score the next one.
Scatty: You can also use your sword to parry. If your opponent attacks you, yank it up, and catch the blade with your crossguard.
Scatty: What else ... right. When you're about to swing, but already see the other one dodge, don't go through with it. Pull back and sidestep before it's too late.
Scatty: Finally, some blows do more damage than the others. You'll have a hard time landing these critical hits as a beginner, though, so don't count on them.
Scatty: But the better you get, the more often you'll land them.
Scatty: You'll get better with time, and shell be a great templar of the Sleeper soon.
You: I want to be a master with one-handed weapons.
Scatty: Good for you, but I told you: no nuggets, no lesson.
You: I want to bet.
Scatty: Good to hear - there aren't any fights now, though.
Scatty: The next will be in a couple of days. Just keep your ears peeled, you'll hear about it.
You: What are you doing here?
Scatty: Me? I run the arena. Rounding up the wagers, recruiting new fighters ... you get the idea.
